A Shift in Immigration Policy: TR to PR within Canada

On March 21st, 2024, Canada’s Immigration Minister, Marc Miller, announced a shift in immigration policy favouring temporary residents (TR) in Canada for permanent residence (PR) conversion. The Ministry will prioritize "domestic draws," selecting candidates from within Canada, akin to previous TR to PR fast-track programs. These "draws" refer to PR selection rounds in Express Entry programs, where candidates are chosen based on their Comprehensive Ranking System (CRS) scores to receive invitations to apply (ITAs) for PR.

Temporary residents in Canada, whether working or studying, aiming for PR should note that a job offer and Canadian work or education experience can significantly boost their chances of receiving an ITA. To enhance your readiness for application, consider the following steps:

  • Ensure your language proficiency test results are current (IELTS General, PTE Core, TEF, TCF).

  • Secure a criminal background check from each country where you've lived for over six months.

  • Gain work experience in jobs classified under Teer 1, 2, or 3:

  1. TEER 1: Typically requires a university degree (e.g., financial advisors, software engineers).

  2. TEER 2: Usually needs a college diploma, apprenticeship training of 2+ years, or supervisory roles (e.g., computer network technicians, medical laboratory technologists).

  3. TEER 3: Generally requires a college diploma, less than 2 years of apprenticeship training, or extensive on-the-job training (e.g., bakers, dental assistants).

  • Acquire an equivalency certificate for your highest academic degree.

  • Maintain a valid passport.

  • Translate personal identification, resume, work reference letters, and other pertinent documents.
